First of all I’d like to start the article stating that
the Republican Party has to be a little off.
Announcing that Mark Baker is running for Mayor has signaled the death
knoll already. First of all Baker has
been the ire of most of Saratoga with his cockamamie plan for what should be a multi-use
parking garage but this plan he doesn’t like.
He wants the old cement type that you will have to pay for and does not
tie in Broadway with any off Broadway businesses. He’s not very forward thinking and that adds
to his detractors statements. As said
before candidate Baker should immediately cut his ties with the City Center and
not receive any further money from them.
I remember growing up in Saratoga and if you wanted to
sneeze, or work (even at the track like my brother did) your parents or yourself
if over 18 HAD to be a registered Republican and you had to go before the City
Republican Chairman or the County Republican Chairman to get an ok or given a
job. Today it isn’t the same, the
decisions are being questioned as in the case of John Herrick’s unsuccessful
try to place a large donor to the Republican Party’s daughter to the job of director of the animal shelter
but was soundly defeated after citizens took Herrick to task.
However the old guard still lives in the past and either
can’t realize times have changed or are in denial because of dementia. There are many young people who want to get
into politics and are not given a chance even when the Republican’s can’t do
their job or don’t even know what their job entails like our own Skippy
Scirocco.

Mark Baker for Mayor? No wonder I declined to join the GOP. You people cannot
be serious. This is the best you can do? There is no young blood in this town
of blue bloods?
This city is falling apart behind the scenes but the
focus continues to be not on the issues of the city but of the personalities
and the clashing of egos. Enough already. We need a new government. Saratoga is
a wonderful city but if we do not adapt we will certainly be left behind. No
one is really in charge and it shows. Citizens of Saratoga Springs must take an
active interest in city council meetings.
The cast of characters is tiresome. It’s childish and silly like a
nursery-rhyme.

Come on Saratoga, you can do better than this.”
Saratoga is on the top of the mountain and nowhere to go but down, it
isn't even the Saratoga I knew growing up in. Yes, it had its bad times and
decades when you could shoot a cannon off down Broadway and no one would hear
you. This is not a beautiful quaint city
anymore like the renaissance of the late 70’s & 80’s , it is a City trying
to stay in step with bigger cities and in doing so its losing its charm.
Politics are funny everywhere but in Saratoga
it is just sad. Councils over the years
were a little screwy but in the last 10 years especially the last 5, politics
has degraded to a side show and the Council doesn't seem to notice other areas
are laughing and making fun of them, sad indeed.
Now on to the most embarrassing Commissioner the City has
ever had, well 1 of 2. Michele
Madigan. She is just a down right ornery
person. What makes her this way? Well she seems to be like this at every
Council meeting, that this is just the way she is. She insults the citizens who get up to speak
and argues until she is red in the face with certain fellow Commissioners. Now, one other Commissioner, the Skipster is
like her in many ways, he laughs at citizens speaking at the microphone (yes,
honestly), he falls asleep during meetings and even drools. He isn’t ornery because he doesn’t know how
to be, he is just plain blank, he can’t speak on a subject off the cuff, he has
to have Madigan or her husband write his script. Skippy would be better off keeping his mouth
shut.
This Sunday 2/26,
Madigan had a Speak Out in the Saratogian.
There are many topics that
Madigan uses as based in fantasy. I attended many Charter meetings and heard
from many ex Mayors and former Commissioners and I was very surprised that many
of them stated that City hall is broke and it needs fixing. They also went on to say contrary to Ms.
Madigan or her husband (whoever wrote this article) that the form doesn’t work,
no one knows who is in charge, many people that do business with the City have
to deal with 3 Commissioners instead of one person. There are three levels of government and in
Saratoga there is no separation of 2 levels which is bad. Ms. Madigan and her husband are so wrapped up
in their power position that they are blind to voters needs and wishes. The City has had stable financials for the
last 15 years except when the State pulled the Racino money and this looks like
it will be lowered considerably for good.
We need more police, more firemen, new equipment, especially in DPW (we’ll
get into that later). Madigan will not
release the funds necessary to get these things, why you ask? The reason is clear, she won’t look that good
by spending money. She could be considered a fake. Lynn Bachner, come back. Lynn & Christine G Brown keep this
department on track.
I'll bet just about everybody is familiar with the San Andreas Fault. Yes, it's in California.
ReplyDeleteHow many of your readers realize that we have a very famous "Fault" right here in Saratoga Springs. It begins a short distance to the north of our fair city. It continues through the center of town, and sort of fades away to the south of town.
Why do we need to know about this Fault line? Because the proposed new Mark Baker parking monstrosity, planned for Maple Ave. behind the City Center, will be constructed directly over this Fault line. And why is this important, you ask?
Well, a Fault is very liable to dislocate, or shift, or worse, drop very swiftly during an earthquake, or simply on its own.
Just thought you might want to be aware, that's all.
Will the city need special earthquake insurance? i seem to recall the plans for the Downtowner Motel had to be scrapped due the cost of insurance because of the fault line.

ReplyDeleteFOR NOVEMBER GENERAL ELECTION
The Saratoga Springs Charter Review Commission voted 15-0 on Tuesday night to hold the Charter Referendum on the general election on November 7, 2017 instead of holding a special election on May 30th.
“We have listened to the general public and elected officials, and they have told us they believe public participation and interest in the Charter Referendum will be highest in November during the city election," said Bob Turner, Chair of the Charter Review Commission. "The Charter Review Commission has worked very hard to review the Charter the right way. Whether or not our recommendations are approved, our goal is to make the process as open, transparent, inclusive, rigorous and thorough as possible.”
“We plan on using the additional five months to reach out to as many voters, neighborhoods, and groups as possible," said Beth Wurtmann, Outreach Committee Chair. "We will do our best to ensure that citizens have all the information they need to make an informed decision when they go to the polls on November 7th."
“We want voter participation to be as robust as possible and for our community to make its decision based on the merits," said Laura Chodos, Commission member. "People are interested in what we are doing. This election could have a record turnout that would make us all very proud.”
Commission Vice Chair Pat Kane said, “Our members heard clearly the views of elected officials, the general public and others, that the Special Election option would create undue controversy that would obscure the merits of our proposal.”
The Charter Review Commission is an independent commission consisting of 15 volunteers. Under the current City Charter, the Charter must be reviewed at least every 10 years. The last review was in 2006. Under NY Municipal law, a proposed charter must be approved by voters in a referendum.

I think that the people bought their homes knowing that the City garage is where it is.That carpenter and welding shop has been there for over 20 years also. It was there before the school and most of the new homes in the area.

#14 is still under investigation, and charges will most likely be filed for ethics violations.
I don't see an ethic's violation for #14 but I do for number #2 and possibly #10 if the ethics board does their job.

ReplyDeleteMaybe "ethics" isn't the correct word. I only went as far as high school. #14 has been a boondoggle, and a cunning attempt to send real estate into the hands of a specific buyer. Of course, referencing the sale of swamp land on Union Avenue in return for prime real estate on Broadway, which also happens to be located directly adjacent to property that the buyer already owns. And at less than appraised value. As someone else already stated, if you ask any knowledgeable realtor if they have ever seen this before, they would have to say no.

They intentionally drag out the beginning of each meeting with "presentations" and long drawn out discussions about the presentations. Then they start with the boring financial transfers of funds, blah blah. Who wants to sit on a hard wooden bench for two or three hours?
ReplyDeleteAnd, are we supposed to come back and attend the planning board meetings? Then the zoning board, ethics board, etc.?
Fortunately, we can view the city council meetings online. Let's get the city on board with video of the other meetings.
You are correct, they most certainly do this to deter the public from attending in large numbers. It's bullshit. But elected officials do whatever they want which is why they are reviled by the general public. I do like your idea of videos of the meetings where we could watch it and perhaps bypass the 'presentations' you write of.

20. Skip Scirrocco hiring Mike Veitch to be "business manager" for 85,000.00 per year, rather than hiring a Director of DPW for which Mike could not qualify. Mike Veitch was Skip's Campaign manager during his last campaign.
21. More CASH deals at the Weibel ave landfill. The operators there are taking cash instead of bags that are purchased from City.
22. DPW workers plowing private driveways while on City Payroll.
The bags at the landfill have been a scam for years. Why can't somebody count the bags, and then hold the guys accountable for the cash and checks? Seems like a very simple solution.

ReplyDeleteAgain, you are pretty swift, having department heads who know about the department they are running instead of having a dog catcher running DPW who doesn't know the first thing about the Dept. and is the cause of much of the litigation yet to be decided that is 'coming down' and the suits he lost and are still out for decision will help immensely. One does not have to be a genius to understand this, the City is a business with over a $50 million dollar budget, running departments with people who have no knowledge of running it in today's world is just crazy.

Skippy also gave Mark a promotion job over employees with seniority and the same with 'Hot dog Eddie' who came in 3rd on the Civil Service list and also bypassed someone who was supposed to get the job.

Hey Skippy, how about selling them some water. McTygue said our water supply would be all dried up by 1987, but I guess it's still ok to supply Sonny's condos, and whatever hotels are being built. And the Racetrack will be expanding, and every backyard and alley is being crammed with new housing. But....where is the affordable housing?
Captain, do you see this stuff happening? Is there any real planning anymore? I mean we do have a full-time planner in city hall, and a planning board. Do they ever say "NO"??
A dark and sad day in Saratoga Spings this week. The failing Republican Party endorsed Mark Baker for Mayor and Skippy Scirocco for DPW. We'll get into nuts and bolts of this when the Democrats endorse their candidates. However it is sad to see the state the Republican Party is in, a once proud and active Party is in shambles and producing candidates like these 2.

DeleteI read Remiga Foy’s letter to the Editor’s in the paper today and realized she really is mixed up. The only ‘legal’ requirement that the Charter Committee has to follow is that all meetings of a majority of members be open meetings. Ms.’s Foy’s fibs that posting meetings on the website and lack of public hearings (there was more than one) the fact is she could attend meetings and the meetings and agendas are posted. Also, while Ms. Foy cannot pull herself out of the past that the running a City is vastly different than when she was a little girl when this form of government was implemented at the turn of the 20th century we need a more efficient and professional form than in those days. While her rants and those that follow her without knowing what an alternative form could do to position ourselves to survive going into the future is quite upsetting. The Committee interviewed many past Commissioners, others involved in dealing with the City and even City Hall employees and most said this form is most difficult to work under and difficult in getting things done. This is a form which keeps good people from running for positions because one has to run a department as well as being a legislator which is something lost on Ms. Foy’s lemmings. Saratoga was not only this bright, beautiful City it is today, from the late 70’s back it was an August horse town and a gambling Mecca for New York mobsters but we did have great spas. I would like to say to Ms. Foy that you should tell your lemmings that they should try to understand what the Committee is proposing and wait to see the final document instead of labeling anything other than a final document as no good. Remember, one may say that about you without knowing you but then again after knowing you they may be right.

If one of them cracked a smile the City Center would collapse.

ReplyDeleteI'm not sure if Skip is allowing the Party to put someone up to challenge her. Also, I haven't heard about who the Dems are running for the 2 supervisor slots, DPW, Mayor or Accounts. The Democrats have to play this smartly. There are now more registered Dem's than Republicans by a slim margin in Saratoga (or so I was told) which in itself would be historic. The question to be answered, is Charlie Brown the Party head of the Democrats the person to do the job? and can get rid of Skip and eliminate Baker? Also, can he primary Madigan? Most of her friends love her while citizens look at her obnoxious behavior and want her gone. We'll see soon.

Sure does. Remember 2 years ago when a new young financial gentleman wanted to run against Madigan and was denied. Scirocco's wife got up at the Committee meeting yelling against the person and Skip got up and said he gets along great with Madigan so why ruin the arrangement. The Committee fell for his asinine reasoning. This is the Party that wants to take the Council over. They might better concentrate on DPS and Finance. Franck is a lock, Yepsen is a lock if she runs (at least she can run a meeting and Baker has more bad baggage than she does). If the Dems run decent people and make a good case they could control the Council except for Madigan's slot.

ReplyDeleteWhat is the deal with Little Skippy and the trail system in Geyser Crest? He was supposed to send City employees into the site and cut trees down. The deadline was 3/31. The trees down will allow for the trail system to move forward. This is the same trail system that the residents from Geyser Crest have been waiting for 15 years. Now work will have to stop until October 31st because the NYS DEC has laws regarding Bat population. So this is another political squabble that shows how big projects get stalled and never materialize.

I am told by someone in City Hall that he is in trouble with the AG with another investigation coming down the pike. He is a candidate with a Bull's Eye target on his back and the City would be better off greasing up his exit this year.

Saratoga Springs's City Council consists of a Mayor elected at large and six Council Members elected at large. The Mayor and Council Members serve 4 year terms. (staggered)

City Council

The rest of the words show what an idiot you are, sorry, sad but true. Friends of mine who know Kane very good tell me he has been with the same international company for close to 30 years only moving to different departments within the company because of promotions. The City Manager when the form is changed will have to have at least 3 years of being a City Manager. To the mclies you refer to I can only imagine what you're talking about but we understand that the title as one of the biggest fibbers according to those in City Hall is Skip Scirocco who can't even pull truths out of a bag on the million dollar Bonacio deal, the business DPW does with his brother who must make a commission or profit on the business he makes selling to the City and the other items being checked out by the State AG. Why the Skipster can't even read a council proposal unless written for him by Michele Madigan or speak with citizens when they have a problem with DPW, he has to have an office secretary do his bidding. He is known around City Hall and around the City as "The Invisible Man", in the least scenario the Skipster should be censured by the Council or brought up on charges on items above. So in summing all this up, 1. keep posting information like this because you are climbing up the list of idiots in Saratoga Springs and 2. it shows you don't read any information about things that are happening in our City, you just make asinine statements.

DeleteI read the first draft of the new charter. I am asking, is it true that the Deputy positions will be eliminated? And does that mean that each commissioner will be full time like the deputies are now?
ReplyDeleteFirst off my understanding of this draft Article IV says the existing departments shall continue unless or until modified by the City Manager. Second, There will be no Commissioners, there will most likely be department heads and as the draft says some positions may be combined, in my opinion why reinvent the wheel when we have a Police Chief and Fire Chief running their own departments? Also the Council as it says in the draft will consist of the Mayor and 6 members all elected by the voters of Saratoga Springs and the 6 Council members will most likely be that amount which the Commissioner's get now (I am not sure about that, but it will be in the ballpark)although the limit will be set by this year's elected Commissioner's before the next election in 2019 if the change is voted on this year and if I am reading this correctly and what has been said at the Commission meetings. Also in the draft I think I read that this Commission will not set any salary's because that will be determined by the Council. I am sure things will get clearer when the financials come out.

City Official Supports New Charter

As many may have heard, I have decided not to run for a fourth term as Saratoga Springs Commissioner of Public Safety. Serving on the City Council and overseeing the operations of the police, fire/EMS, code enforcement, parking enforcement and animal control divisions over nearly five and a half years has been a great experience. However, I do believe that self-imposed term limits are a good thing. Such powerful positions ought not be held by one person for too long. Examples of office holders who should have given up their positions after a reasonable time are abundant.
I also have to admit that continuing to maintain my professional career in dentistry, while at the same time serving as Commissioner of Public Safety, is tiring. Carrying out these dual roles has actually become progressively more difficult each year, as city government requires more and more attention. Hopefully, this November our citizens will finally acknowledge that it is time for a dramatic change in city government. Responsibility for the day-to-day management of local government should not be entrusted to five politicians who, by definition, cannot be fully engaged in their roles.
Professional management and coordination of all city departments is seriously lacking under the present Commission form of government. The combination of legislative and executive duties that each of the five members of our City Council must take on are often contradictory and should be considered mutually exclusive. Polling of city employees who actually have to work under this system show that overwhelmingly they feel that the present form of government creates inefficiencies and obstacles.
It is time to discard the archaic Commission form of government as nearly every other municipality in the country has. Three different groups over the past eleven years have studied the problem and they have each come to this conclusion. The two most recent Charter Reform committees have concluded that a city of our size would best be served by a City Manager running the daily government activities and a separate legislative body composed of elected citizens whose duties and responsibilities would be much more reasonable than is the case with our present City Council.
I have observed that the great majority of our citizens do not know what each member of our present City Council actually does. They don’t understand how the Commission form of government works. It is hard to fathom what they have been basing their decisions on when they went to vote in city elections every two years. It is time for Saratoga Springs to have separation of powers with a legislative body composed of a broad array of residents whose talents and abilities will better guide this great community through the 21st century.
Please vote to change the City Charter on November 7.
