CAN SKIP FLIP A SWITCH FOR WATER?

4 months ago at a Council meeting Commissioner Scirocco said that if anyone wanted to go with him he could flip a switch and start the pumps at Bog Meadow and pump all the water we need into Loughberry Lake.  Well why haven’t you flipped that switch Skip?  The lake level is down 27” as of Friday the 10th and I haven’t seen it this low in 50 years.  We need water and we need it now.  You can see where the minimum level should be which is the black strip above the top of the cement block.



Skip, say it isn’t true, you are failing the taxpayers at every turn.  What gives?
The biggest bane of Skip’s tenure is the Bonacio and 2 other developers “give back of almost a million dollars, $1,000,000.00, 1 million smackers.  Skip said he really didn’t know that Sonny got that much in waivers but then said that Sonny does work and/or upgrades for the City at no cost.  However, we have found out by City Hall employees that a meeting was held about giving these waivers to Bonacio, and sitting around that table was none other than Skip DPW Commissioner, Stanley Boardman, Donna Buckley (Skips right hand girl), Barbara, Sonny Bonacio and Bill Benton (Sonny is the developer and also a partner with Benton in B&B Plumbing).  Well, some insiders say that most of the work completed was in the application and needed to be done for the large projects to be given the green light.  Sonny first needed to install 12” water mains which he did not do and that is a requirement of step 1 in getting a waiver.  Bonacio has never fixed (resurfaced the Division section) of road after he tore it up for various lines as called for in the applications.  In this case the City can do the job and get paid by Bonacio so the DPW workers have jobs to do but we saw what they do with their time.




The next item from the inside is that Skip has been planning for about a year to put in a new sewer line down Pinewood Ave. (your street).  I hope this doesn’t tie in with any Bonacio deals.


Skip is now a legend with his own cartoon on the editorial page of Sunday’s Daily Gazette.  The cartoon shows a man sitting at home in his chair and saying “Scirocco says the ordinance needs updating to reduce the requirements then he says, Seems to me it needs updating to increase the FEES.  How true.  The Commissioner shouldn’t go deeper into a developers wish for large waiver fees, the City should be getting more money from them in hookup fees.


In the past Skip had 3 people who rode from parking garage to parking garage in a City truck to clean them.  Skip has reduced the staff to one female (Connie) who with no truck has to walk from parking  garage to parking garage and clean them by herself.  She starts out the day at the Spring St. garage, then walks to the Woodlawn Ave. Garage, then onto the garage behind the new Adirondack Building, the a quick walk to clean the Algonquin lot.  Now get this, she cleans all the garages and the lot with the tools Skip gives her and I’m not joking people, a BROOM & DUST PAN.
News flash - Skip and Donna Buckley (Acting Deputy Commissioner and Chauffeur), slavery was eliminated by Abraham Lincoln or haven’t you heard yet?


Marilyn Rivers has her own problems which she is letting go by the board which in effect puts all citizens in a potential large problem which I will mention later.  First of all, every City vehicle has to have markings that that vehicle is the property of the City.  DPW vehicles except 2 have the orange decal with lettering noting the words Saratoga Springs among others.  Some of the vehicles have the same logo but in blue.  Police cars are marked Saratoga Springs as are Fire Trucks.  The only two other than unmarked Police cars are the vehicles that belong to Skip and Tim Cogan.  The question Marilyn is why, oh why? 


The next item has been brought to Marilyn’s attention for months now with no action taken.  The pictures below will tell the story.  This of course is at the Marion Ave. Mobile station.  The station’s vehicles, among them quite a few U-Haul trucks & vans sit on City property and create a liability problem.  They sit along the building which is the future home of the DPW’s paint shop and if the City isn’t charging the owner for parking and hasn’t  got a certificate of insurance then you aren’t doing your job Marilyn and it may be time for you to step down.  Is this another case of a favorite son getting a break from the City?



The gas line is one of many and sits on the roadsides with no protection around them.  What if a car goes off the road and smashes into one?  If this isn't a City problem then contact the company whose has the responsibility to do so.


There is also liability problems you are failing to take action on.  There are a few large steel plates sitting on Broadway, one by Soave Faire and one down past Uncommon Grounds, plus many corner curbs where the concrete has shattered and the metal is sticking up just waiting for someone to trip, fall and get hurt real bad.

Now I said earlier that the citizens are at risk or have a problem is because every time there is a claim to be paid by the City’s Insurance company, out deductibles for the next year rises and we pay more through our taxes or the City’s surplus balance further reducing that amount.  We need Marilyn to do her job or find someone that will.

  1. Flip a switch? Skippy can't even tie is own shoes! I see on his agenda for tonight's council mtg. he'll have another discussion on the water connection fees. Really? What will the excuses & lies be this time Skippy? Every time you open your mouth the only statements that come out are lies. Who's fault will it be this time? Doubt you'll blame Stan Borden again, he's retain a lawyer & happens to be one of your favorite attorney's, Sarah Burger!!!! (I hear there's another engineer retaining her as well.) Skippy, Skippy, Skippy what a tangled web you weave.

    As far as these waived water connection fees go, it doesn't matter AT ALL Comm. Madigan where the hell the money from these fees go. Fact of the matter is $90,000 is a lot of money & it's money Scirocco had NO right to wave. Our sewer & water rates have increased every year under Scirocco plus we pay and extra amount for any "unseen" emergencies. Please Michele, STOP defending Scirocco you're a smarter women than that!!

  3. In 2006 the Pinewood Avenue Neighborhood went to City Hall about the sewer problem on Pinewood. It had over flowed into 14 homes at different times. The Scirocco's had put in a new water and sewer line at about that time, and guess what when the street was dug up the pipe was broken. They had to stop working and call the City, they came and put a cement patch on it. And the only ones that won't benefit form this is the Scirocco's, they have no basement.

  4. If the City had to pay for all of that work on Weible Ave it would have cost more. It would have to go out to bid, you have to pay their wage. Sonny put in more money that if he paid the fees. The City is the winner here. And when did Weible Ave. project start?

    1. The developer pays especially when it is a direct benefit to a project his size. He did work at the ice rink which should have nothing to do with hookup fees. Since Scirocco became Commissioner our water bills have increased by $48.00, we need this water hookup money not have it go through the Commissioner back to Bonacio.

    1. No not special just incompetent. The City needs to know exactly when they elect someone the person should have a working knowledge of the job, not one that never leaves his office, has a 60" TV installed to keep him and his Assist. Commissioner Buckley cozy throughout the day.

  8. 1:40 The "work" on Weibel Ave. HAD to be done in order for Sonny to build all those "affordable" apts. Without those apts. being built there's NO reason to do any kind of sewer/water improvements. Don't you get it??? Sonny did the work so he could MAKE MONEY!!!!!! DUH!

  10. Kudos to the best Attorney in Saratoga County, Sarah Berger for having the balls to stand up in front of the full council & address Scirocco with his lies. Unfortunately Sarah, the man has NO scruples & he'll just look for someone else to throw under the bus. This time it'll probably be Tim Wales. Well Skippy, if your reading this (or you Mark) I'm here to tell you that not Stan Borden, nor Tim Wales will fall on your sword. You are finally going to have to stand all 5'2"and take it like the man you are not. You are a disgrace to all loyal & honest DPW workers, but probably a hero to Gerri. Seems to me you have 3 choices Dirt Bag: Throw your loyal, nasty, wino Drunkly under the bus, or you could try throwing your "Pumpkin Head" deputy Cogan under the bus, or (here's a new concept for you) TELL THE FRIGGIN TRUTH!!!! Skippy you are going to cost the taxpayers of this city SO much $ in lawsuits. Even Bill Dake can't save you!!!

  11. Seems "Little Skippy" (Mark) has a legal degree. Just read the comments on the Times Union Saratoga Blog! It's always wonderful to see a son searching the internet to find any excuse to save his father by trying to speak in legal terms. Unfortunately Mark, Sarah Berger didn't become the city attorney 2014, 1-2 yr. AFTER you father began his illegal activites. If your father had 1/2 a brain he'd be more concerned about hiring is own lawyer, even John Aspland & Marilyn Rivers can't help him out of this mess.

  13. Orange is the new black!! Big Skippy gave Little Skippy a job a level above reading meters although he's in the water dept. He's an installer!!

    I had the pleasure of seeing Skippy's whole gang out drinking after Tues council meeting. SKIPPY, Donna, Michele, Lynn Bockner. I don't believe the council as a whole are taking this very seriously.

    She's trying to play both sides.
    She thinks she'll pick-up Repub votes, a few MAYBE
    Problem she's gonna lose a good size of her base.

  17. You're absolutely right Third Estate, strange bedfellows indeed. I remember when Comm. Madigan did everything in her power to protect & stand up for the taxpayers & the common people. If she believes that backing Scirocco will get her votes she's sadly mistaken. This city is tired of politicians that only support the well known and builders & crap on the taxpayers. If she believes it was appropriate for Scirocco to wave $900,000 without ANY discussion at the council table, she sadly mistaken. I known many residents that are tired of Scirocco and his builder friends getting all the "discounts", making millions of $ at our expense. You're supporting the wrong Comm. Michele, get off your high horse & start protecting the taxpayer if you're interested in being re-elected.

  18. This seems to be the I hate Skippy blog. So, Bonaccio can bill the city for 1.2 M and the city can bill him for 800K. Hmmm - simple math tells me that the taxpayers won't be making out well on that deal. But let the Mayor and her McTygue boyfriend keep at it.

    1. Sorry you think this is a hate Skippy blog, but that is not true. Skip is a nice guy but an incompetent Commissioner and he can't run away with that title. It's too bad that most of the Bonacio figure you use was mandatory for him to get that Weibel Ave. project through. The fact that Skip allowed such a large discount without letting the Council know about it makes it doubly suspicious. This is the biggest story and will be the biggest investigation in Saratoga in a while so with all the information and not just the Bonacio deal coming out about Skip's job as Commissioner shows how bad a manager he is.

  19. It's my understanding that "The Investigation" is about to start at DPW this week & water connection waivers isn't the "only" thing that will be investigated. Mr. Scirocco is able to be exposed!

    If I'm not mistaken back in 2007 during his campaign Scirocco had Tom McTygue being investigated by the FBI, CIA, State & Feds. All bull shit made up by Scirocco and his friends & to my knowledge never ever took place. Now 7 yrs. later the rooster has come home to roost. Believe the saying is, Karma's a Bitch. What goes around, comes around. How does it feel Skippy?

Skippy has said the rest of the then Council in 2012 which included Madigan,Franck,Matesian and Mayor Scott Johnson knew about the $900,000 in Waivers,are there any documentations of this anywhere?...Did the General Public ever know this?....Why did city engineer tech Stan Borden inform Bonociao Corp that they had met the criteria for a waiver??.....Then almost two years later City Engineer Tim Wales writes to Bonociao Corp to inform them they didn't meet the criteria and must pay the fees...Why??

This Piston has lived all his life on the city tit just like he's schooling Skippy "I'm now an attorney" Jr. I think this audit should go all the way back to when Skippy was a county super & Dog Catcher @ the same time & was still on the city time clock & in Ballston Spa. If he wasn't spending his city time there he was in the state park bullshitting with Jay Downing.
