SCIROCCO THROWING THE CITY UNDER THE BUS?

Is Skip Scirocco throwing Saratoga Springs and the taxpayers under the bus?  The granting of a million dollar waiver of water hookup fees is and will continue to burden taxpayers with higher water and sewer bills.  Since Scirocco has been in office one of the water charges has risen from $12 to $48 and will continue to escalate until these developers who gained Sirocco’s favor pays the City the money they owe.
The matter of how Scirocco runs the waiver of fees and his lame brain excuses for doing so is now in the hands of the NY State Attorney General’s hands.  The AG’s department was in City Hall weeks ago removing all relevant materials and Scirocco was warned by the AG and in a City Hall memo not to shred or remove any documents that are the property of the City’s.  It is alleged that after this warning Sirocco’s son was seen carrying out a box of materials from his father’s office,  again this was alleged to have been seen by a City Hall employee who has reported the action.

A few Friday’s ago Commissioners Madigan & Mathiesen drove down together to Albany to be interviewed by someone in the AG’s office.  Remember that Madigan last year had said that she audited the ‘supposed’ hookup fee waivers and found nothing wrong but recently has admitted that maybe she didn’t go deep enough in her audit.  This sounds like a great Commissioner of Finance.  Hopefully sometime soon we will find out what happened and why Scirocco gave these waivers when the developers didn’t even pass the 1st requirement of having to install 12” water mains.

The trio of Madigan, Mathiesen and Scirocco are starting to sound like a bunch of out of control puppets at Council meetings.  Obviously these three have formed an alliance to make the Mayor look bad and they give her a hard time as often as they can.  Commissioner Madigan, thank God you have Christine Gilmet-Brown in your office or you would not be half the successful Commissioner you think you are.

The reason I mention the three Commissioners forming a ban is because since early last year they have decided that 1. They do not like the Mayor and 2. They want to shift any control of the Mayor’s office into their own. 

I was at this past Tuesday’s Council meeting and what a circus it was, well the second circus after the Sustainable Saratoga clan rallied against PUD’s and the desperate need to ban plastic bags in the City.  The group is slowly becoming the minority voice of the majority and we better turn out and speak up or they will get their way on every issue they dream up.  Politicians vote on issues depending on how many people show up and exert pressure at meetings.  Anyway, the second circus was during the Mayor’s portion of the meeting.  Through a technicality 3 Housing Authority Board members seats were deemed vacant by State law because the appointing Commissioner at the time (Mayor Johnson) did not inform the appointees that they had to sign an oath of office form which next to tying your shoes is the easiest thing to do.  So, Mayor Yepsen has the right as every other previous Mayor had, to fill these positions.  Yepsen being the most transparent Mayor in Saratoga’s history now advertises commission & committee seats up for appointment and chooses the appointments from the list, which by the way any citizen of Saratoga Springs can be a part of.  Well, that did not sit right with the 3 Musketeers and they argued why they were not informed of the replacements.  Scirocco went as far as saying he hoped ‘this isn’t a power grab’ and that the Charter should be changed so that all appointments have to be passed by the Council.  Again the asinine thinking of Scirocco even when Johnson made his 11th hour mass appointments which usually goes to the incoming Mayor, his lips were sealed as they are 99% of the time unless he in stammering at Council meetings.  He was joined at the lip (yes lip) with Scott Johnson for 6 years and as Johnson systematically never reappointed a Democrat to a seat, he filled the seats with friends and Party members and did we ever and I mean ever hear 1 word out of Sirocco’s mouth admonishing Johnson, or Madigan & Mathiesen for that matter?  At the meeting Madigan and Mathiesen uttered the words that they want to be informed on who the Mayor is going to appoint, I say why?  It seems to me that the three horseman of death want to be the ones to grab power and by banding together they feel they will become 3 larger kings of their domains.  Tuesday night’s meeting was one of the most embarrassing meetings for Scirocco, Mathiesen and Madigan that I ever witnessed and by the way the Mayor did reappoint one of the SSHA board members that were removed and he just happened to be a Republican.

A very big circus atmosphere in the old chamber Tuesday night and 3 clowns highlighted the evening.

Next up, a look at the increasing number of working supervisors Scirocco has appointed at inflated salaries and how many DPW workers these new supervisors oversee.

  1. It does not surprise me at all that Scirocco has employed his son Mark into his $900,000 water connection cover-up. The apple doesn't fall far from the tree! I'm glad there are still some honest DPW workers that are willing to talk the truth. Hopefully they're also keeping track of Donna Drunkly, she's been working awful late the past few weeks.

    It's very sad the way Madigan has become this vindictive, jealous, vicious women, acting the way she does with Mayor Yepsen. Here we as a city have two very strong, intelligent women on our council and Madigan can't stand the fact that Yepsen is just as intelligent & also strong enough to stand up to Scirocco's illegal activities. Interesting to see she's just now changing her tune, stating MAYBE she didn't investigate as far back as she should have. I seem to remember her stating that if she investigates Scirocco, she'll also investigate the McTygue years. Sounded like a threat to me! All in all, the cheats will be exposed, & hopefully kicked out of office. Hope you're not discovered as Scirocco's cover-up Michele!

  2. Guess you didn't watch the entire meeting. Seems the Mayor voted to waive Bonacios 810,000 along with the rest of the council. Isn't she the one who asked for the investigation? So how does this make it a Madigan cover up. Seems the whole council is on board. There is nothing true about this blog post, except for those commissioners calling out the power hungry Mayor on her appointment power grab. ITo not surprising this council can't work with a Mayor who's says YES to anyone and everyone about anything that is asked of by this Mayor. That Greenbelt PUD was a deal struck by the Mayor herself.

    1. What part of the meeting was this vote taken? I think the investigation was started by a few citizens who after Ms. Madigan reported ‘that after she did an audit of DPW's books couldn't find any wrong doing’ then after the AG stepped in admitted she probably didn't dig deep enough. If you think this Mayor is power hungry you must have been asleep during the Johnson/Sutton reign, now that was power hungry. The Mayor is getting things done over the cries and screams of the 3 clowns. The AG was in City Hall again on Friday. These 3 Council member wouldn't work with this Mayor from day 1 and have been seen out drinking together after Council meetings plotting to disrupt any of her plans. Unfortunately for Madigan, Matheisen and Scirocco they have blown any chance to be elected to any office, even to the post of dog catcher.

How can you take action in the face of an ongoing investigation?! You don't know what the investigation will reveal! Who in their right mind advised that that was a good idea?

    2. Yepsen went to war from the beginning of her term with anyone who wouldn't kowtow to her delusions of grandeur. To say Madigan, Matheisen, and Scirocco had it in for her from day 1 is a laughable rewriting of history. It got so bad that she couldn't even get a single member of the council - not even her latest best friend John "what, me worry?" Franck - to second her motion to get another appraisal of the Collamer lot. Such a public shaming must have been done for a reason - perhaps she should look in the mirror when she wonders why no one will work with her. Sicking her atack dogs in the blogosphere after the three competent council members is not a very good strategy.
    3. Get your facts straight, man, the AG doesn't have anything to do with the water fee investigation, its the Comptroller, and they only got involved after her royal incompetence asked them to. (What kind of a mayor calls the state to investigate her city? oh that's right, the one who is using her office to go after her close friend's political enemy).

    Look, its obvious to anyone with eyes and ears that this mayor came into office with a lot of goodwill, a 4-1 majority on the council, with three other dems who were excited to work with her, and she blew it all in her quest for adulation and power. Within 2 months she squandered it all, needlessly picking fights and trying to exert power she doesn't have. She even sacrificed the city attorney in her quixotic mission for ultimate supremacy. And with each fight she shows her incompetence and weakness even more. She voted to approve the Collamer lot transaction and then refused to sign the contracts. She ran to the press saying she couldn't vote for Madigan's budget and then voted for it. She ran to the press and the comptroller saying Skippy was doing something wrong with water connection fees and then voted to approve what he did. She sends her planning department to the comp plan committee meeting to signal she's ok with PUDs in the greenbelt and then less than a week later at the 12/02/14 council meeting tells everyone no way no how no PUDs in the greenbelt and votes accordingly.
    Thank god the "three musketeers" have stepped up and taken it upon themselves to get the city's business done while yepsen gets her picture taken and runs to the press to say "look at me me me me me me me me". Someone has to be minding the store and getting things done while Yepsen remains focused on the only thing she has ever cared about - herself.

    2. Thank you for correcting me on the State Office investigating Skip & his office. The post you wrote is rife with incorrect information as relayed by some inside City Hall and those ‘friends’ of Skip, Matheisen & Madigan
      Your #1 – During the pre - election period it was a known fact that Madigan & Matheisen did not want Yepsen to win the election and even helped Sutton’s bid. So, from day 1, Madigan & Matheisen now in their second term had to show their power and find someone to side with against the Mayor. Franck is too smart to play games and Skippy being the only one left and a Commissioner that can’t understand a simple explanation when one is presented to him while sitting at the Council table was their perfect patsy. Let’s not forget what the Mayor accomplished with the Code Blue while still a Supervisor when Johnson & Sutton couldn’t even dream of implementing a plan like that. What we have here is a Mayor who is getting things done even without the help of 2 Commissioners in her own Party. The M & M kids want to grab the power going into next year’s elections, however around the City, Yepsen is making both Republicans and Democrats happy while Madigan & Matheisen’s antics are wearing thin. The Republicans on the other hand would be hard pressed to back Skip again and may not have to make that decision if he is found guilty of giving these developers free access to water even if there are excuses of quid pro quo. Oh, and as you say ‘What kind of a mayor calls the state to investigate her city’? I would say one that wants to protect the citizens from unruly Commissioners that by their actions will cost the taxpayer’s money, that’s the one. Also, Yepsen doesn’t need a blogger to defend her as Johnson and Sutton had John Tyghe, who by the way was privy to many Republican meetings and held daily meetings with Sutton & Johnson before he had his computer confiscated by the State for allegedly having kiddie porn on his computer. That’s the type of blogger those two hung around with.
      The City Attorney is a separate deal. The actions and possible illegal contract on the land swap and the refusal of Madigan, Matheisen and Scirocco to consider taking a step back and looking at it again could be one of the reasons the City Atty left and their plan for a power play may cost the City (taxpayers) money if the lawsuit filed against them on this land deal has traction.
      Scirocco is not out of the woods yet with the Bonacio deal. Yes the Council voted for the convoluted deal Skip and Sonny came up with to avoid a lawsuit but he may face charges of manipulating the forgiveness of such large hookup fees when to get his project approved Bonacio had to do much of the infrastructure upgrades anyways. Madigan may also have to answer why she did an audit and never found any of this out.
      So, there you go. Spin you tale while papers and documents are flying out of City Hall. Shauna Sutton is starting to make night time visits to the DPW office via the back entrance and to make an appointment with Skip you still have to go to Pennell’s at night, go to the end of the bar and talk to the real Deputy Commissioner, Donna Buckley. You also made a reference that the Mayor likes getting her picture taken, that may be true but I never saw a camera that Johnson & Sutton weren’t in front of and a friend of Sutton’s told me that she carried a camera with her in case one wasn’t available, which reminds me of the time Scirocco & Johnson had a picture in the paper of the two of them cutting a ribbon to open the public toilets in Congress Park. Shauna was not in that picture, she was locked in a stall in the ladies room.

City Hall is imploding because of the ongoing water connection fee scandal created by the Department of Public Works and Skippy Scirocco and somehow now all the City's problems are because of Mayor Yepsen. I say No to the obvious stooge who wrote the last posting and simply state that because of the incompetence of Skippy we are in this mess! Don't try to blame the Mayor, she's the one who called for the investigation!! And speaking of Shauna, because her name is often mentioned, are we really to believe she would have called for an investigation of her boy Skippy??

    What's really troubling is the fact that two dams on the City Council are supporting this corruption. Oh, I forgot, Mathieson has his own scandal to worry about!! Did someone say Charter Change!!!

  10. Captain, It was almost funny to hear Commissioner Mathieson whine about Mayor Yepsen's appointments to the SS Housing Authority. Let's not forget he opposed Madagain's and John Franck's attempt to weed out the problem commissioner's from the Housing Authority Board. If I remember correctly, Mathieson fully supported all the
    goings on at the Housing Authority including the out-of-control director and his
    overpaid salary. So the new Mayor comes in and cleans up the place with a new majority on the Board of Directors and the political hacks still are not satisfied. They obviously liked it better when corruption was the rule of the day at the Housing
    Authority too.

  13. Let's look at the bottom line:
    This water issues was started by skippy because he's not smart enough to realize this would probably be found some day.
    The Mayor had nothing to do with it until she found out and then doing the right thing to protect our city, asked for an investigation from outside the city.
    Matheisen & Madigan have had no interest in protecting the city, just protecting themselves and covering for little skip.
    I project that all three: M & M & S will not be Comm in 2016!!!

Skip has to worry about not landing in jail and now has the unfortunate job of explaining why he and Bonacio put together a deal where Sonny would sue the City for the balance between the lack of payment of the water fees and the 'work' Bonacio did. Skip put the Council in jeopardy of having to fight a lawsuit and have the City incur large expenses fighting it. The only recourse was to back Skip’s motion of agreeing to drop all fees Bonacio owed us taxpayers, now Skip wants to eliminate the entire structure whereby no contractor would have to pay water fee hookups. He is a beauty.

    2. Also, read Dennis Yusko's latest article about the fact Bonacio didn't qualify and what the hook up fees are used for. Skip wants to get rid of these fees and the question is where would the money come from to replace what the fees are used for. Excerpt from the article "Under water ordinance rules established 22 years ago, the city charges up to $3,000 per new residential unit that taps into the municipal water system. Funds collected are collected in a fund to pay for expanding the city’s water system, which serves nearly 9,600 customers, and establishing new water sources. The city raised $283,500 in water connection fees in 2013. Under the city’s water ordinance, the public works commissioner can subtract hookup costs with the council’s approval when developers install 12-inch or larger water mains. None of the projects approved for waivers met that criteria."

  17. There is one poster that has sent in 5 or 6 posts with the same verbiage. I have already posted a few of your comments already. You can keep saying how great of a Finance Commissioner Madigan is, how she was Mayor Yepsen's best friend, how she is not power hungry, how much money she saves the City etc. fine, that's how you see it. I am not a blogger who picks a side and runs with them, I have always Republican or Democrat reported what is going on by facts or people inside City Hall who knows what is going on, or friends of people inside City Hall who have heard what is going on. We will see how good of a Finance Commissioner Michele is when Skip proposes to eliminate the income source of water hook up fees. If she votes with Skip we'll know she is doing it to spite the Mayor and not keeping the citizens best interests in mind. You can't lose that income stream even if we have a surplus, you never know when other income sources dry up and we will need to get the hookup fee money to keep looking for water sources for the future of Saratoga, not just when Shauna decides to run.

  18. I can NOT believe that the council would even CONSIDER eliminating these hook up fees! The worst part of this; eliminate the hook up fees for BUILDERS, but continue to charge individuals who build within the city??? WTF!!! Sounds to me like the exact thing Scirocco's doing now!!! I agree, if Madigan or ANY OTHER commissioner votes in favor of this elimination then they are NOT for the taxpayer of this city, they're in the builder's pocket! Always give the builder a free ride, allow them to screw up this city, collect their money, put "some" in the right pockets, and call themselves progressive for the taxpayer. Guess What Commissioners...We will NOT LONGER accept this type of ILLEGAL government business! Whom EVER votes in agreement w/Scirocco will be former commissioners. Mark my words!

    1. Agree! A pattern of shifting costs from developers onto private citizens is bad policy. Water costs already went up for private residences, just as a property tax re-assessment awhile back shifted costs from commercial to residential. And now this.

      Whether one is Republican or Democrat, or independent, the message these actions send to the people is troubling.

  22. And here's the point of view from the other side of the tracks, I'm a Republican and I've even had enough of this guy running DPW, and ruining our City. Enough of the scandals! Anyone who votes to eliminate the water connection fee program just because Scirocco can't get it right will be run out of office! He's already jacked the water utility bills over the past several years and here we go again! And if I'm not mistaken the Commissioner of Finance has already helped Scirocco put the added burden on the City's rate payers. Take a look at your bills. Every quarter there's a new charge!! We are already getting hosed from these guys!!

  23. Tommy and Billy took 1.2 millon out of the operating budget to off set the water bills. The Controller Office told the City that they had to pay it back to the water budget. So in order to do that DPW had to raise the water bills.

  24. 2:23 Do you know how SICK we all are of hearing Skippy & his supporters ALWAYS blame the McTygues? I recall back in 2008 Skippy & his supporters had Tom McTygue being indicted by the IRS & investigated by the FBI!!! Only problem was it NEVER happened, nor was it EVER true. HOWEVER, this water connection IS TRUE & IS TAKING place!!! Scirocco HAS been CAUGHT & now the friggin council's covering for him & having the BALLS to try to convince the public to do away with water connections for BUILDERS ONLY!! Sonny didn't do this city ANY favors at RR Place OR Weible Ave. Whatever he did, he did for himself & money!!!

Our water & sewer rates have increased every year since Skippy's been in office & we're required to pay an extra amount for emergencies. Always Scirocco's answer, it's McTygue's fault or "Let's change a procedure because I'm crooked & got caught! Don't think so Skippy.

    2. you are right the agenda is out but Scirocco did ask for a 10 minute public hearing before Tuesday's meeting. There was a legal notice published in Tuesday's Saratogian that DPW has filed to change the charter on water connection fees which Scirocco now wants to discontinue. As I said before any Council member that votes for the end of this revenue stream and thereby raising water & sewer fees and eliminating the money being used to aid in looking for a water source or improvements at the water plant is voting against the citizens of Saratoga and for the big developers.

    1. the lawsuit was a ploy between Scirocco and Bonacio to have the matter taken care of because Bonacio knew the City wouldn't fight the matter in court because it would take years. The fact that Bonacio knew he did not deserve the waiver was evident when Skip realized he did not bring the matter before the Council and had the City Engineer write a letter telling Bonacio he should not have gotten the waiver- Bonacio's response was that he would not repay the City because of an error the City made.
      Tuesday night Scirocco will try to change the Charter so that only he and any other DPW Commissioner would be the only one who can waive hookup fees. The Council would be taken out of the mix.

  37. The water fees have gone up over the years because # 1 The State said that the money that was taken out of the budget to use for Saratoga Lake must be put back. Ask the Mctyuge's what they did with the money. # 2 The McTyuge's never did any work to the water plant, Geyser Rd water treatment plant or did they ever put in any new pipes in the ground.

The reason the water fees have gone up is because of the direct lack of collection of this DPW Commissioner for certain developers many of whom have done most of the new construction in the last 6 years. Geyser water plant has been reasonably been worked on and you are telling a fib because there were many new pipes put in over the years. The developers should pay the fees and pay for the work that is required to get their project done, the way it's done now costs the City money.

    Skipp lost us almost a million $, he didn't save us anything.

    1. What Madigan did was typical of her lately. She and Mathiesen will side with any issue with Scirocco and against the Mayor. She can't take it not being top dog, why she even told Skip how to present his motion. Also, if Madigan was any kind of transparent financial person she wouldn't cut off a source of income in such a hurry. What she should have suggested as the Mayor did was to table the vote until the first meeting in February and have Skip craft a revised motion with a lower rate and a broader use for the money. Tonight Madigan showed why it isn't good enough to have a no tax increase budget but cut an income source off that we may need in the future and the City fathers then will look back and scratch their heads at her incompetence.

The Commissioner of Finance has the best support cast of any Commissioner, with Bachner & Gilmet Brown. Why would she want to give that up? Holding a public hearing and taking a vote the same night is almost unheard of especially when the action is a Charter change. Franck explained his vote. If you are paying attention to the council meetings you can see what Madigan, Mathiesen & Scirocco are up to, it doesn't take a rocket scientist to understand what is going on.

  48. Schenectady Gazette Editorial today speaks volumes regarding our current city council & the cover-up they're a party to. Scirocco ALWAYS seems to "Slip & Skip" out of all of his illegal deals! Hopefully the whole truth will be exposed through the State Comptroller's Office. Anthony "Skip" Scirocco sure smells like a thief & this council is spraying disinfect all over the city.

  49. People who live along the many old 4" water lines scattered around the city should be outraged because a fire truck will suck that 4" dry in a matter of seconds. Water connection fees were intended to pay to upgrade those mains. Public safety is at risk !

    1. it was eliminated not changed. The charge could have stayed and the language for which it could have been used for could have been altered. The whole process was not thought out by Scirocco, only that the whole fee be eliminated to appease the builders. Any new building that taps into our infrastructure creates a potential larger problem, the should pay or face the consequences if there is a problem down the line.

  51. The resolution establishing the 2014 water rates states that "all monies raised by the new service connection fees are to be maintained in a dedicated fund for capital improvements...The monies are not to be used for maintenance or the reduction of water rates."

    Upgrading a 4" water main for public safety reasons would most certainly qualify as a capital improvement.

  52. You sound well informed about previous city council business.
    So when you say "any new building that taps into our infrastructure creates a potential larger problem".....shouldn't that remark also apply to our city traffic problems? You seem to be knowledgeable about DPW, but what about what is happening around us. Every square foot has a building on it, and the density of the developments rivals that of some larger cities. But our streets remain narrow, and congested with more cars, trucks, buses. Anyone who did any shopping for Christmas at Exit 15 knows what I mean. Somebody better wake up soon.

    2. ou are right, so very right. This is the product of not having managed growth and just build, build, build. Rt. 50 & 29 are State roads so when they configured the roads out to the Mall they screwed up badly. The City can take a few feet from the center of the road on each side except the new buildings did not follow the correct set backs. Remember when Kim was Commissioner of DPS and wanted a bypass around downtown? It can't be done, sad to say Saratoga built up but forgot to figure out the traffic problems. Look at what it is going to be like on the corner of Church & West Ave. when the new building Bonacio is putting up, that area can't handle any more traffic.
