DOES ANYBODY CARE?

Saratoga politics, does anybody really care?  The primary pitted a newcomer with good ideas to put in place against someone that campaigned from the Council table at meetings, saying things about his opponent while she couldn’t respond in kind at the meeting (this tactic by the Commissioner of PS is most likely illegal), but that doesn’t stop some on this Council.  The citizens of Saratoga have really no clue on what is happening to our City.  How many citizens go to meetings?  How many take the time to watch on line?  How many watch on local TV?  How many go to the site http://saratogaspringsny.swagit.com/city-council/ and watch the whole meeting or any part you want?  If you did, you would see a show worth sitting down with a bowl of popcorn and wouldn’t be able to stop laughing until after the meeting when you then become disgusted that those were the people voted in office to serve we the people.


People complain that Mayor Yepsen hasn’t gotten much done but she has and she would get more done if the 3 amigos would stop disagreeing with her just because of some idiotic personal thought placed in their heads.  Matheisen is just plain mean, the paper said Burger called to congratulate him on his primary win and his reply to that gesture was that “Miss Burger was not a good fit for the job.., this, after saying, “he would now reach out to Burger’s supporters, in keeping with Democratic Party values”.  I guess that is the response one gives when you have access to as much laughing gas you want.   Madigan is mean and is losing touch with reality and Skip, and well he is just Skip, looking like a deer in the headlights at every meeting.


One area that the City is losing income is the DPW used to have its own crew that would pour sidewalks in designated areas, the City would get grant money every year for doing this thereby making money doing the concrete work. As it stands now, Commissioner Scirocco hires out a firm to do the sidewalks not only giving up income to pay employees but to outsource work, he just doesn’t get it.  Look for yourself from past Council meetings how many times Scirocco hires outside engineers to perform jobs when the City pays big money for 2 City Engineers, I don’t think he gets it.  Skip also has his street ripped up new water & sewer lines run and then newly paved.  I asked a few neighbors if they had water or sewer problems and they said no, so what’s up Skip?


On the water front, the Bonacio water hookup fee forgiveness (over 1 million dollars) that we the citizens have to pay for as the Skipper changed the law so no fee is required so the cost falls on our backs, he just changed the Charter with the help of Madigan & Matheisen.
When the citizens were raising concerns that Bonacio was not going to pay that 1 million dollar fee, in a back room meeting attended by, Bonacio, Scirocco, Billy Benton, Donna Buckley, Sam Boardman &   Barbara Putnam it was decided that the City would not put pressure on Scirocco to pay it back, it looks like Skip had Sam Boardman sign a letter stating that Bonacio did not have to pay the City the 1 million. Only Skip or Tim Wales could sign a letter of this type and only after Council approval which Skip never brought the ‘deal’ before the Council.  The excuse from Scirocco that over ½ million dollars of improvements were done by Bonacio for the forgiveness of payment is bull skip.  These improvements were items that Bonacio HAD to do to get the permission to build.


The latest (2 weeks ago) the public received information from an Albany law firm that is being retained by some local developers because the Commissioner of Public Works has been charging certain developers a water hookup fee after he had the Charter changed not to charge these fees.   I would like to know, was the law changed to protect 1 developer and not everyone?  Also doesn’t Finance Commissioner Madigan have the responsibility to know if money is coming in for water hookup fees and inform Skip that he is breaking the law according to the Charter or is she allowing this and not performing her duties?  People, this is another potential lawsuit in the making, one which if the attorney is correct will result in the taxpayers paying out yet another bumbling by Madigan, Matheisen & Scirocco.
Why so many DPW workers working in Congress Park?  The last time I counted 5 people & 3 cleaners, this is a complete waste of man power.


Hey, good news.  It looks like the Hospital has taken a beautiful chunk of green space from the green belt on Myrtle Ave. for an Administration Bldg.  This West side property had one of the prettiest views around.  Where are the bleeding hearts that are trying to stop Saratoga National from building on their own land?  Could this be a case of double standard, Save the Greens or whatever you call yourselves?  On this topic, why does the eastern side of the Northway need a fire house and ambulance station on property in the green belt?  We have a fire Dept. that can answer calls already.  I don’t want my taxes going to pay for a minimum of 4 firemen (12 because you need 3 shifts) and ambulance people, let the Lake people pay for their own.  Wilma Koss and Nancy ‘Pitbull’ Goldberg will be glad to start a campaign for you to do so.



 Lastly, why does it take Matheisen 15 minutes to give a comeback after a person says something in the Public comment period?  Why not be like Skip and mumble out a few words and forget what you’re talking about?

In the 3rd paragraph from the bottom I reported that an attorney spoke at the Council meeting saying he represented several developers who were being charged a water hookup fee after Scirocco changed the law to eliminate them. The attorney also stated during the public comment period that he was granted an audience with Scirocco some time this week. I'm sure Scirocco & the City will most likely be put through some legal grinder again this time by not charging Bonacio over 1 million dollars and charging other developers the illegal hookup fees. He keeps digging himself and the City into the sewer but as I said the average person could care less.

      As far as the Mayor being there I wouldn't think she would have anything to do with Public Works, however, I would think that Madigan would be there to hold his hand and probably be in trouble also for accepting monies for fees that are now illegal to collect and deposit.

  2. In the Sunday Saratogian Rick Fenton decried the plans for Saratoga National and keeping Saratoga the 'City in the Country', also a letter was written about Mayor Yepsen ignoring the 'middle class'. What do you think about the 2 subjects?

    1. I think that Fenton, who always takes the side of no building in Saratoga sticks to his way of thinking even if it’s wrong. His comment about Saratoga being the City in the Country are only words are words on paper and are meaningless today, we are surrounded by development from Clifton Park to Glens Falls, so no City in the Country. He reminds me a little of Euell Gibbons who once said in a television commercial for Post Grape-Nuts cereal asking viewers "Ever eat a pine tree? Many parts are edible." While he recommended eating Grape Nuts over eating pine trees (Grape Nuts' taste "reminds me of wild hickory nuts"), this could be Fenton’s reason for leaving the pine trees standing.
      As far as the other letter regarding Yepsen & the middle class the writer must think she is running for President and hasn’t been watching Council meetings. The letter was probably written by the candidate himself. Mayor Yepsen is one Commissioner on a 5 person Council. She cannot affect any other department, so taxes, house values, water leaks, police and fire are the responsibility of the other Commissioners. If you have been in tune with the Council meetings you will see that the Mayor cannot get any important piece of legislation passed the 3 amigos of Madigan, Mathiesen & Scirocco. Why not take a look at all the lawsuits against the City and who the State Attorney is investigating yes the 3 amigos. I believe that Yepsen has done a good job and with a little help from these disgruntled Commissioners could have done an even better job which is why I believe they have fought her throughout her term. If anything, I would advise getting rid of the three mentioned above.

    Have you heard about Rikki Diaz ? He was the boyfriend of geri loya/demounteir the women who got 82K from the city DPW workman's comp claim for a finger injury that no-one witnessed,, rumor has it he has several dwi arrests in the Bronx and Marilynn rivers has allowed him to drive DPW vehicles for years, I also know he has failed two drug tests for crack cocaine but being union you need three to be booted out>>>skippy knew all about the failed tests and NEVER made him do a third ,,, wonder why ???????

    1. I have heard many things about these two. I normally don't let posts like this on if there was no substance or proof, it was told to me by some DPW workers that a few drivers don't have the proper license to drive the larger truck and/or equipment. Come on Skip, get on the ball.

  5. McTygue sold the polluted parcel on Weibel Ave to his partner/neighbor John Stark. Why didn't either of them check the parcel for environmental pollution? Was the sale properly done, according to city real estate past practice?
    Stark sold the land to another person who did not perform an environmental review, at a price ten time what Stark paid for it.
    Yet, our city is now on the hook for damages, to the tune of up to one million dollars.
    An investigation is supposedly in the works. What say you Captain?

    1. Prove mctygue sold this land to mr. stark,after the landfill was capped the DEC signed off,meaning they were satisfied with the job,your story is a lie but you know that.

  6. First, the City sold the property to Stark. The article in the Saratogian stated "the company that had installed the cap in the landfill had not adequately covered the waste. That firm could be liable for some of the city’s fine." I assume that at the time the City thought the dump was capped. You will have to go back to the City Council records from back then to see how the transaction was done. Also this information regarding this parcel is not new, it was in the news 3 or 4 years ago and if Scirocco is just looking into the matter he also should be included in any investigation. I do believe an investigation is needed to see why and what the Council Knew at the time (17 years ago), it seems the DEC investigation is over. The cost by the way for Scirocco's choice of cleanup will range between $350,000.00 & 500,000.00, less than half of the figure you quoted. Also, the fine of $10,000.00 to the City had a $9,000.00 suspension leaving the City with a $1,000.00 fine. The DEC, State Attorney General and Comptrollers investigations take a while. We have several going on now i.e. The sale of the Collimer lot, the the giving away of over $1,000,000.00 in fees to a couple of developers, the largest amount going to Sonny Bonacio, a new one that just came up is the one where after Skip had the Charter changed which eliminated the water hookup fees charged certain developers the water hookup fees and the Commissioner and the Council were given notice at a Council meeting that an Attorney was handling the matter for the developers. So say I.

What does that have to do with anything a-o,the other bidder is a BIG campaign donor to scirocco sounds like sour grapes,explain yourself mctygue had about as much to do with that as you...better yet check with asst city attorney anthony izzo he ran the auction then try and find out how much skip got for the waivers,somebody already knows jr.

  8. In this post I cited the fact that Mathiesen was just plain mean and I knew I had several examples but didn't put one in. However his level of acidic replies to citizens and his opponent are becoming more and more despicable for a public servant and especially one who politics from the Council table, answers a 2 minute statement at the public comment period with a 15 minute reply when he could have answered it in 2 minutes, yes he loves to hear himself speak.

    OK, so let's see how the self described 'get a long' guy talks. In speaking about his opponent he says "During his (Wirth) one term Mr. Wirth failed miserably at the council table" This statement could have been the end of it, however, he keeps it up by saying "He had little knowledge of the city, which may be why he only infrequently contributed to the council discussions. To say now that he will change the moral compass of the council will require that he actually say something during meetings." If that's the case then Scirocco should have been off the Council 6 years ago. The moral compass does need to be changed and with Madigan, Matheisen and Scirocco gone it will be a good working Council, one that will not argue at every meeting and one that will come to middle ground on issues. The 3 Commissioners, Madigan, Matheisen and Scirocco laugh, sneer or don't even bother to look at citizens when they speak to them at the Council meetings

    So, in light of any political Party you belong to, listening to the candidates that speak like Matheisen, I say vote them out.

  9. I received a letter in the mail from John Safford pleading to elect him Mayor because he is not a politician. While I applaud his military service, what the heck does that have to do with being Mayor? He also states his main goals are:Make City Government open & honest again (you better start with a member of your own Party, Scirocco who gave away one million dollars in revenue to a few developers. Some of his other goals are: Fighting crime, code enforcement & infrastructure. Well Mr. Safford you have been in Saratoga for 10 years and you still can't understand the position or the Charter of Saratoga. You cannot fight crime (that falls under the Commissioner of Public Safety's domain), you can't do anything with code enforcement, again, (that falls under the Commissioner of Public Safety's domain) and sorry to say but infrastructure is (being used and is under the domain of Commissioner of DPW). Now, you would think if you run for Mayor that you would understand what you can and can't do, some knowledge of the Charter would better serve you when running for Mayor.
