TIS’ THE SEASON-LET THE GAMES BEGIN

This year we will have a new DPS Commissioner, sadly only one has any law enforcement experience.  I guess this is what’s wrong with our government, a person that has no experience has the legislative side of the job along with running,  budgeting for the department and then voting to pass the budget.


Take DPW, another shining example of someone who is not qualified to run DPW and if you look around the City you can tell that this Commissioner has no clue about the job and it is scary that he runs the department and legislate (well at least he doesn’t do the budget for his department, he lets Madigan do it for him so he doesn’t look like a complete dolt).  The question I would like to know is will the Democrats run anyone against him?  The person they run doesn’t have to know a thing about DPW as long as he wasn’t a dog catcher.  He or she should be a native Saratogian and have a lot of friends and be likable.  This seems to be the job description.


I cannot see Mark Baker winning an election, to run for office to get the ‘Baker Garage’ built isn’t a good reason to run and if people think Yepsen should be removed from office for the Hospital issue then Scirocco should be removed for all the side deals he has done.  Baker as of now doesn’t even live in the City, he does own a house here and is trying to get rid of his tenants so he can move back into town.


The other decision that will have to be made by the rag tag Republican Committee and the Skipster is, ‘do they run someone against Madigan’?  Remember 2 years ago Skip promised to work against Republican candidates if they ran the qualified person that wanted the Republican slot, will they cave into Scirocco’s demands this year?


The Commissioner of Accounts now in office is probably the only candidate that can’t be beat.  He’ll only be out of office when he decides he wants out of politics.


The Charter vote will be interesting because there is so much good information out there people should be able to read the documents and understand what change will mean, this is why people were crying not to have a May vote but wait until November to become ‘educated’ about the process.  However, the ones that were yelling the most didn’t want these next 7 months to become ‘educated’ they only wanted to have time to make up more insane stories based not on fear not on facts.


The gang of Remiga 'who needs ya' Foy, Bonnie and Dick Sellers, Carol Joyce, Jane We or Wie and her husband John Kaufman and the rest of the sorry bunch have no real factual argument against change other than they want to live in the past.  I wonder if they still use a rotary phone, they still work, do they still use a horse and buggy?  They will still get you to where you want to go, by the way, I did see Remiga going by Uncommon Grounds in a buggy.  There is no problem if you are against changing this form of government but after reading the draft Charter and looking at the financials you should have questions and then base an opinion on facts.  The crazy adage ‘if it ain’t broke, don’t fix it’ doesn’t even make sense because we would still be using months of searching for one piece of information instead of using a computer.



Also, if as they say, look at our City it is the envy of the country.  There are a few things wrong with this statement, if this form of government is so good (1) why did it take 60 years to be ‘the envy’ of the country as a City?  Saratoga Springs while a nice town and mobsters ran most of the casino’s and the 50’s through the 70’s you could shoot a canon down Broadway and not hit anyone except in August.  Saratoga was “The August place to be”, remember?  The year round place to be didn’t happen until the late 70’s onward. (2) If the Commission form of government is so good and is what built up Saratoga Springs to what it is today why isn’t every City using it to transform themselves to a Saratoga like city?  We need to move on, but use facts not fear, granted this City may have been fine using the Commission form in the 20’ & 30’s but government has changed and can we really have a dog catcher or librarian running very complicated departments going into the future or professionals who can get the most out of what we have and can get? However, I have to say honestly those who held Commissioner seats had the City’s well being in mind when they  served but the days of running a complex ‘business’ with people who don’t understand the complex situations of today and have to hire outside professionals and a very large amount of money should stop.  

Now, did you really want 6 months to understand the differences between the current form and the possible new form or did you just want to use the 6 months for fear and confusion tactics?


I get my information from watching the committee meetings and interviews with past and current City Officials and a poll that 80% of City Hall employees see the Commission form dysfunctional and not getting much done as far as business goes because of the 5 separate departments, that is the first place to get ‘educated’.

Incompetence and failing to advance flawed ideas can be a godsend. (See: Donald Trump, et.al. healthcare reform, etc.) for example a new police station, exit 14 development, east ridge debacle.

    As many may have heard, I have decided not to run for a fourth term as Saratoga Springs Commissioner of Public Safety. Serving on the City Council and overseeing the operations of the police, fire/EMS, code enforcement, parking enforcement and animal control divisions over nearly five and a half years has been a great experience. However, I do believe that self-imposed term limits are a good thing. Such powerful positions ought not be held by one person for too long. Examples of office holders who should have given up their positions after a reasonable time are abundant.
    I also have to admit that continuing to maintain my professional career in dentistry, while at the same time serving as Commissioner of Public Safety, is tiring. Carrying out these dual roles has actually become progressively more difficult each year, as city government requires more and more attention. Hopefully, this November our citizens will finally acknowledge that it is time for a dramatic change in city government. Responsibility for the day-to-day management of local government should not be entrusted to five politicians who, by definition, cannot be fully engaged in their roles.
    Professional management and coordination of all city departments is seriously lacking under the present Commission form of government. The combination of legislative and executive duties that each of the five members of our City Council must take on are often contradictory and should be considered mutually exclusive. Polling of city employees who actually have to work under this system show that overwhelmingly they feel that the present form of government creates inefficiencies and obstacles.
    It is time to discard the archaic Commission form of government as nearly every other municipality in the country has. Three different groups over the past eleven years have studied the problem and they have each come to this conclusion. The two most recent Charter Reform committees have concluded that a city of our size would best be served by a City Manager running the daily government activities and a separate legislative body composed of elected citizens whose duties and responsibilities would be much more reasonable than is the case with our present City Council.
    I have observed that the great majority of our citizens do not know what each member of our present City Council actually does. They don’t understand how the Commission form of government works. It is hard to fathom what they have been basing their decisions on when they went to vote in city elections every two years. It is time for Saratoga Springs to have separation of powers with a legislative body composed of a broad array of residents whose talents and abilities will better guide this great community through the 21st century.
    Please vote to change the City Charter on November 7.

  4. I commend Mr. Mathieson. His job was never easy and he took a pounding from the public on many occasions. I didn't always agree with him but I know him to be a good person and he made a genuine effort at making the city better for all Saratogians, not just a chosen few. I agree that the commission form of government needs to go. I will vote for charter change in November. Thank you for your service Chris.

  5. The dentist bullshitted his way through his terms in office. His deputy spent her time bullshitting with the other ladies in city hall. If they weren't bullshitting with each other, they played free cell on their computers. Most city hall employees actually believe that the computers are on their desks so they can have something to play games on, while citizens who see the backs of the computers don't realize that they are actually being bullshitted by the city hall employees.
    Mathieson's letter to the editor only obfuscates the scenario of the third fire station. Keep trying to convince us Chris.

  7. What is the deal with Little Skippy and the trail system in Geyser Crest? He was supposed to send City employees into the site and cut trees down. The deadline was 3/31. The trees down will allow for the trail system to move forward. This is the same trail system that the residents from Geyser Crest have been waiting for 15 years. Now work will have to stop until October 31st because the NYS DEC has laws regarding Bat population. So this is another political squabble that shows how big projects get stalled and never materialize.

    Take a look at the banks on Friday when every city employee, including the cops, take their checks to cash them. Now take the number of employees (over 300+) and multiply 20 minutes per employee.
    Why hasn't any commish figured this out yet?

  11. Captain: Most of the people who live in this county don't really give a shit about it. Have you ever been to a city council meeting? It's the same 20 people that attend. Every once in a while there will be an issue in the community where the community shows up en masse, but that's rare. If their water turns on and the lights come on, everything is alright in pleasantville.

  12. Commissioner Scirocco, what was so bad with Lake Ave. that you had to repave it? There are so many roads in this city which drivers go around because of the bad conditions. You have probably cost drivers tens of thousands of dollars with damage to their cars, some potholes are deep enough to go swimming in. Maybe if you don't pave them you can fill them up next winter for ice skating. Again, what was so bad with Lake Ave?

  14. That section of Lake Avenue needed to be paved. Yes, there are other places that could use paving. This is a non-issue. Way more important issue than petty people complaining about paving. Please, illuminate us with a list of roads that need immediate paving and post to this blog. Send a copy to each department in city hall.

    1. I hate to burst your bubble but you are way off base, if you live in Saratoga Springs and think your comment is correct you must be a recluse. You can drive down any street like Church, Division, Nelson, Union Ave and 70% more streets in the City that are in worse shape than Lake Ave. I have heard many people complaining and calling DPW but alas no return calls which is common for this Commissioner. We don't need new content right now, we need Scirocco to get out of his office and stay away from the ITAM during the day and return his constituents calls.

    A DPW worker, sorry.....DPW employee....orders a large pizza from Marino's and an order of crispy, delicious chicken wings with hot sauce.
    He drives his pickup back to the DPW garage, sits down in the office, puts up his feet on the desk, opens up the Styrofoam container from Marino's, and jumps "in the wings."

  21. Is it true that DPW Office Manager Cathy Moran and Arborist Joshua Dulmer, both of whom supported Mctygue in the last election, are no longer with the city?
    There are advertisements on the city website through civil service for both jobs.
    Skippy is still purging his political adversaries and loading the DPW staff with his cronies. When will this stop? Who will stop this? The comptrollers office has no interest in stopping this or doing anything despite all of the smoke.

Skippy illegally let Sonny off the hook for 1 million dollars for not getting approval from the Council BEFORE he granted the favor, anything that happened after that doesn’t matter, he had to get the ok first and he didn’t. I checked the record, 90% of the time votes are 3-2 with Scirocco, Madigan & Mathiesen voting against Yepsen & Franck.

    6. A City Manager can prevent this. The CM or Department would not have the authority to give back 1 million dollars to a contractor that would be done by a piece of legislation by the Council. It doesn't matter who the Mayor is and we would be worse off if it is Mark Baker, what we need so this doesn't happen again is to vote out the Skipster this year. He spends so much taxpayer money on outside engineers for projects our 2 City Engineers could do and we are paying these 2 over $100,000.00 apiece along with pension & insurance.

Right now it looks like the Republicans endorsed all their candidates and are falling short once again which has been happening for some years now and that appears to show what a failing Party looks like. Mark Baker has a clear conflict of interest with the City Center and it has been making the rounds that he will get a large bonus if the garage is built. He also just moved back into the City from a home in Greenfield he shares with his current wife. I would be surprised if Saratoga voters give him much of a look. They also for the 2nd election cycle have not run anyone against Madigan per Scirocco’s orders (he must have something on someon ), word is that the gentleman who wanted to run against her 2 years ago and wasn’t permitted allegedly over Scirocco’s threats won’t even consider running after that fiasco. There is also someone that wanted to primary Scirocco but that was squashed by the Republican Chairman. He tried to get the Democrats to cross endorse him but the Democrats said no way, so it looks like they (the Democrats) want Scirocco to run unopposed.

      Pat Fresien – Supervisor
      2nd slot Supervisor – open at this time
      So, there are plenty of slots open and still time to primary or run Independent.
      Don’t consider the Independent Party, Hot Dog Eddie Miller the Chair of that Party who now is working for Scirocco will most likely endorse who he wants with a few exceptions, one of whom is Madigan who is close friends with the Hot Dog’s girl friend.

  32. DPW Commissioner Skippy says that his workers are doing an outstanding job. He is right, they are usually out standing thee, watching somebody in a hole, out standing by their truck leaning on a broom handle.
    When McT was the commish, we got paving done and lawn debris picked up on a regular, almost daily basis, in the same week. What happened??
    Skippy says "we pave one week, and pick up lawn debris the next week." Oh really???

  33. How about talking about the fact that we need traffic lights at certain intersections as they are becoming just as dangerous as the intersection of Lincoln and Ballston Avenue once was. The city needs to implement a traffic light at Circular/Beekman/ Franklin and Aletta Street is becoming a too busy thoroughfare. The Franklin Square intersection is in need of attention. If you are trying to turn left from Franklin onto Division Street, you have to be in the middle of the intersection to do that which is dangerous. I'm tired of the petty tirades on this blog. I want to see city business being discussed and brought to the agenda in city hall and thus resolved in a proper manner.

  39. The news I get is two fold- 1. there was a very competent candidate that wanted to primary Madigan and most likely would have beaten her. Brown took her into a room where he talked her out of running. 2. There was a former building inspector that served under Johnson and was let go when he wouldn't pass work that was not up to code at the Rec Center. This same Inspector was hired by Scirocco before the election and was let go after the election, Skippy was afraid he would run against him. This same gentleman wanted to Primary Scirocco this year and was told by the Chairman, NO WAY. He then went to Brown and tried to get a cross endorsement but Brown said no way. the cross endorsements happen frequently especially when a Party cannot get candidates to run, this just happened in Schenectady County (I think that's the County) where the Republican Party cross endorsed the Democratic Sheriff. Both Madigan & Scirocco could be beat this year and it seems that both Party's want the opposite party's candidates run unopposed. This is also a sad commentary on this form of government, not enough candidates to run and back room deals made between the 2 Party Chairmen.
