ROCK & ROLL PART II

If you go to the Marion Ave. car wash, the City owns the property on the right hand side when entering the driveway although you would never know it; there is no signage that it is private property let alone City property.  The station has so many cars and U-Haul trucks parked on this piece City property that I would say that anyone who wants to car pool, park your cars there and drive to work in 1 car.  Obviously the City has no problem with non City vehicles parking there.  What department you ask uses these buildings?  Well none other than, you guessed it, DPW.  The buildings look like they should be torn down.  Scrub trees are growing all around the buildings and the weeds are waist high.  If this belonged to a property owner they would be fined, have the eyesore taken care of and charge the work of clearing the outside junk to the owners taxes.  There are many questions citizens are asking about why the City is looking so shabby but a few are just common sense.  The shrubs were ripped out around Spit and Spat and something like a lawn was planted there.  You can tell by the roll of yellow tape that circles the area, with track season opening in less than 3 weeks wouldn’t it have been a smart move to lay sod down in that area which would have made that whole side of the park and the Italian Gardens look much nicer?  The once ‘gem’ of Saratoga (Congress Park) is loosing a little luster, bushes are overgrown, the hill on the right passing the Casino needs weed whacking, the moss needs to be scraped off the base of the fountain, if you need instruction Skip on how to slow the growth after you clean the base, let me know its easy and only takes 10 minutes. Who is running DPW?  How is the work distributed, and does anyone check to make sure the work is getting done on time?  The flower beds in the islands as you enter the City on Rt. 9 have no color but they do have ornamental grass planted in the place of flowers (no color), is Skip and his 2 Deputies color blind?

A response in the last post alluded to the fact that DPW is down on manpower and that is true, but not by many and if Skip would stop giving  supervisor upgrades out like candy we may have more workers.  We should not forget that it was Skip who also took about $90,000.00 out of the employee line to purchase new trucks.   This is bad management; not being able to plan on vehicle rotation is a case where it hurts the employee numbers as that would have been at least 2 full time positions.  The Waterfront Park was mentioned in Anon.’s response and at tonight’s Council meeting Mayor Yepsen was speaking about Waterfront Park and that finally plans will be submitted to the Council for development as the City was in jeopardy of losing grant monies as nothing was done for 6 years at the site.  I took a ride out to the Park and was surprised to see a local paving business had his equipment parked there and people told me it has been parked there for days at least.  Why?  Will it be ok for any taxpayer now to be able to park on City property over 2 or 3 nights?  It looks like Skip is setting precedent or extending favors for the Marion Ave. site and the Waterfront Park lot.

Sounds like Skippy has his hands in alot of pockets....see'ins nobody does anything for nothing....right?.......water hook-up fees waved on Gilbert road---- cost to the taxpayers $250,000, waterhook-up fees waved on Weibel Ave----cost to the taxpayers $600,000,,,,,that's alot to do for nothing,,mmmmmmm and at the same time he raised our water rates.

  2. Captain the paving company that Skip is letting park their equipment in the parking lot of the Waterfront Park is doing paving work for NYRA. Why isn't Marilyn Rivers doing something about non City vehicles parking on City property i.e. across from the Marion Ave. gas station and car wash (doesn't Bill Dake own the business) and the Waterfront Park? Someone should investigate this, could it include a possible payment to a City official?

  3. So, let me get this straight: Skippy's allowing NYRA's paving company to park at the waterfront park? Really? NYRA doesn't own enough property for them to park? Here Skippy, use our box for the meet & be sure to bring your Deputy Drunk Dog with you. I am so SICK of hearing the same excuse from Skip & Mark every time an issue with his dept. is pointed out: "We're doing MORE with LESS" BULLSHIT!!! You give upgrades to all your "pets" which leaves hardly any laborers, something you need to get the work done. You allow your "Buddy Gerri" to drive around for 7 hr. a day supposedly doing garbage when every other employee gets it done in 2 hr. The inmates are running the asylum literally! You have not ONE but TWO lawsuits filed against you by your only female supervisor. This time for retaliation for filing the first. Something I believe you've done to her before & that's being investigated by a CSEA PERB hearing! You & Marilyn Rivers allow a known alcoholic that has had repeated seizures & been hospitalized repeatedly & reported by his supervisor to continue to work for the city. What's Skippy do? NOTHING!!! The DPW dept. is seriously going down the shitter & Skippy & The Dog have their hand on the flusher!

    1. What really concerns me is all the cars and trucks parked on City property next to the Marion Ave. gas station & car wash. There are quite a few vehicles permanently parked there posing a few potential problems, everyone should park at the Visitor's Center, in Casino Park and other City owned property for days and see what happens to you.

  4. As heavy rains fall I am thinking of the drains that have not been cleaned sine the last heavy rain! Why can't the yard waste crew clean the drains as they drive around??

  5. The problem is DPW is without a Leader! Period. They have many managers that are doing a poor job. What we need is a leader that will step up and do what's right and Lead the Dept to a better place. Come on....... it's not that difficult.

  7. Did you see DPW paving Lake Avenue 10 days before racing season?! Unbelievable. Should we start placing bets on when the crew will be over at the club house entrance ? I say the day before.

  9. When are "you people" going to realize that bitching on a blog won't solve anything. Call Commissioner Anthony Scirocco, make an appointment to sit down with him, and tell him about your complaint.

    1. What world do you live in? I have friends that have emailed Skip, called his office, stopped in the DPW office at least 3 or 4 times each without so much as a return email, phone call etc. He never gets back to the citizens, it's time for him to go.

  11. Remember when Billy mctygue was Director of DPW, when he retired he was never replaced. So Scirocco is limited to office appointments, and his trips out about the town. Remember this is a part time job which Scirocco spends about 60 hr. a week as it is there.

    1. OK, so what don't you get about the situation. Insiders at City Hall say that Skip spends about 75% of his time in his office and he rarely sees citizens, almost everyone knows that he doesn’t like to have citizens confront him with a problem, that’s why he has Donna run interference for him. DPW has always been a labor intensive job for a Commissioner, however, it helps when the Commissioner and the Deputy knows a little bit about running such a department. The citizens of Saratoga that voted for Scirocco have only themselves to blame for the downward spiral of the City and how it looks; let's not make the same mistake next year. As far as the Director of Public Works position, it has never been removed from the budget, the position has never been filled.

  14. Scirocco & Donna LOCK themselves in their office & only come out to drive around town looking for a lunch spot. Scirocco also refuses to allow any of his workers in to discuss any problems or questions they may. He only surrounds himself with his snitches & they are the employees that collect a paycheck but do no work!! As far as him not replacing Bill, that's Scirocco's choice. As the Captain stated, the money for that position is in his budget, he just decides to use that money to purchase trucks or SUV's that can't be used to plowing. He did however create a "new" position of Reservation Coordinator two or three yrs. ago even though the job was already being performed & apparently the council was smart enough not fund that position! Plus he continues to hire people that are continually arrested for drug dealing. So PLEASE there is absolutely NO excuse for Skippy's mis-management. He simply can NOT do the job!!! Bottom Line!!!

    1. Remember that he took money for this position and used it for the 2 wheel drive trucks for plowing. I don't think you can talke money from the labor line for trucks, but he did. Also remember that he wants to make Donna Buckley his Director of Public Works.

  16. The new sweeps will be coming in this month, the old ones were hard to keep on the roads. I would rather see what is under the ground fix than see a cover up. I would rather see our building being taken care of that falling apart.

While it is important to keep what is under the ground fixed, you MUST realize that we are a tourist town (that's how all our businesses make their money and what keeps people moving into Saratoga). If Skip continues to keep letting Downtown and areas around the City look like they are rotting away, people will not come and spend their money here. Take a walk off the curb from the post office heading south, the concrete is missing and the metal bars are sticking up and out. Take a walk up and down Broadway and look for yourselves how sloppy the flowers are planted, how many sidewalk squares are heaved, how many trees flower beds do not have flowers, especially the 2 in front of City Hall. He had a budget of $22,000.00 for flowers, where are they? Any person that plants flowers around their house and looks at how many plants are crammed into 1 flower bed would be astonished at the idiocy of the City's planting crew and the lack of oversight of our Commissioner at such a simple job as this.

  17. If he had $22,000 in his budget for flowers then half of them are probably planted in front of the house on W. Circular St. Remember last year Skippy said he approved the planting of flowers on a private residence that details cars? Take a look at Congress Park, it's a disgrace especially Spit & Spat! Instead of replacing the shrubs & flowers they decide to rope the area off with caution tape & plant grass! They didn't even put down sod! I pity the poor brides that had plan to have the ceremonies out there. This man is SO incompetent is truly sad. As far as Buckely becoming the new Director I'd love to see how he can pull that off. I believe there are qualifications needed to fill that position & the Dog has none! I also hear that Skippy & Carl the HR Mgr. are in a shit-load of trouble for covering up some DPW personnel issues & the city attorney found out about it. What happen Skippy?

  18. Roohan needed to make that lot bigger on the corner of East Ave and Excelsior Ave. It wasn't big enough to sell as commercial property.
    So he cooked up a sweet deal with the city.
    He swapped some city owned land where they park impounded cars, for a choice piece of land that would make his lot bigger.
    If you are such a great blogger, why aren't you checking on stuff like this? Why is it always Skippy this and Skippy that?

  20. Skippy this and Skippy that? Because it's about time Mr. Scirocco is held accountable for his decisions and his workers! He's now crying that the cameras in the park are no longer his responsibility but Public Safety's?? It's not my fault the cameras are working it someone else's. That ALWAYS the Scirocco way, blame others for his incompetence. The cameras haven't been working for years but the money was put in Skippy's budget for new cameras a couple of years ago! Where'd that money go Skippy?

  21. Anon 5:42, I have never, ever claimed that I am a 'great blogger'. Skip is a nice guy as a person, no doubt about that, but as Commissioner of DPW he is incompetent and in his position and the amount of oversight of that department which is very important, it's sad he hasn't a clue on how to run it.
